1. The faction are very difficult to eliminate because because peoples opinions. Peoples opinions are mainly different because of their social status high class, middle class, and poor. It is very difficult to get everyone to agree on one thing.

2. If factions cannot be removed then they can be controlled, and there are two ways to do this, as stated in the paper. The first way is to remove the causes of the factions, which is liberty, and this can not be done if a country wants to survive without upheaval. The second way which would be more effective and safer would be to control the effects of the factions.
